As it was mentioned during the discussion, the bill (Reg. No. 0915) is aimed at decentralization of public authorities with real insurance of universally recognized European principles of organizational, legal, and financial independence of local self-government authorities.
It was stressed that work on this document "is considered to be one of key stages in implementing reforms of local self-government aimed at forming capable territorial communities".
During the consideration of the bill, MPs and representatives of executive authorities, local self-government authorities and their associations, as well as experts of NGOs thoroughly discussed nearly 100 proposals.
Following the results of consideration, almost all aspects of normative regulation of mechanism of voluntary associations of territorial communities were significantly changed and improved.
